Delhi.- A team of ARSC, Crime Branch, led by Insp. Man Singh, Insp. Sunder Gautam under the supervision of Sanjay Kr. Nagpal, ACP, has further arrested 01 receiver of International arms Trafficking and Terror module of Shahbaz Ansari, namely (1) Harsh Pal Singh @ Rubal, Age- 31 Years.
OPERATION
In continuation of investigation of case FIR No. 49/26, dt. 14.03.2026, u/s 221/132/111/61(2)/3(5) BNS r/w 25/25(1AA)/27/25(8) Arms Act & 15/16/18 UAP Act, PS Crime Branch, Delhi, (case of international Arms Trafficking and Terror module of Shahbaz Ansari), 01 receiver of illegal firearms namely (1) Harsh Pal Singh @ Rubal S/o Jitender Pal Singh R/o Indirapuram, Ghaziabad, UP, Age- 31 Years was arrested in this case.
Initially 10 other accused persons were also arrested in this case with recovery of 24 fire arms including 01 sub machine gun and 216 live cartridges.
PROFILE OF ACCUSED HARSH PAL SINGH @ RUBAL
Harsh Pal Singh @ Rubal was born in Delhi in 1994. He has one elder brother. He is married. Presently he runs a restaurant in Krishan Nagar, Delhi. He is married and has 2 daughters. He is a close friend of co-accused Nishant Arora @ Noni who is already arrested in this case. He used to receive consignments of illegal arms and ammunition from Nishant Arora @ Noni.
BACKGROUND AND CRIMINAL ASSOCIATION
Harsh Pal Singh @ Rubal has emerged as a significant operative in the transnational criminal network allegedly linked with the notorious Lawrence Bishnoi Gang, spearheaded by incarcerated gangster Lawrence Bishnoi and his erstwhile close associate Rohit Godara.
As per investigation, Harsh Pal Singh @ Rubal reportedly came into contact with gangster Rashid @ Cable, a known associate of the Lawrence Bishnoi-Rohit Godara syndicate, while in Dubai in 2023. This contact was allegedly facilitated through a common intermediary, Aakash Chauhan. Dubai has increasingly surfaced in investigations as a networking ground for absconding operatives coordinating criminal activities targeting Indian businessmen and public figures. Thereafter, Harsh Pal Singh @ Rubal used to visit Bangkok to meet Rashid Cable.
Harsh Pal Singh is associated with online gambling operations, which served both as a financial stream and a networking channel within organized crime circuits. His involvement in digital betting ecosystems allegedly enabled him to establish contacts with individuals facing extortion threats as well as criminal handlers operating from abroad.
After establishing contact with Rohit Godara and Lawrence Bishnoi’s network, Harsh Pal Singh @ Rubal allegedly began functioning as a mediator between the gang and victims who had received extortion calls.
INVESTIGATIVE FINDINGS SUGGEST THAT
Victims, primarily businessmen and financially well-placed individuals, were contacted via international numbers and threatened in the name of Lawrence Bishnoi-Rohit Godara gang.
Harsh Pal Singh @ Rubal allegedly approached such victims portraying himself as a “settlement facilitator” along with one Deepak @ Mama (close associate of Lawrence Bishnoi).
He is suspected to have negotiated monetary settlements between the extortionists and the targets, thereby playing a crucial bridging role between handlers operating abroad and victims located in India.
His role allegedly minimized direct exposure of the gang leadership while ensuring smooth financial transactions.
ROLE OF ONE MONU SARDAR
During interrogation of accused Harsh Pal Singh @ Rubal role of one Monu Sardar also surfaced. Monu Sardar was formerly a close associate of Harsh Pal Singh @ Rubal.
At present, Monu Sardar is reportedly based in Dubai, from where he is alleged to be managing overseas betting operations. He is a close associate of jailed gangster Hasim Baba and used to provide financial support and illegal arms and ammunition to this gang. As per interrogation of accused it is revealed that Monu Sardar is associated with anti-national elements, including individuals sympathetic to Khalistani separatist ideology. Monu Sardar also portrays himself as a devotee of Jarnail Singh Bhindranwale.
Harsh Pal Singh @ Rubal was previously arrested in connection with a murder/MCOCA case. In the said case also Harsh Pal Singh @ Rubal mediated a settlement between gangster Rohit Godara and an individual identified as Sunny of Faridabad. This alleged mediation is being examined as part of a broader extortion and intimidation framework employed by the gang. Initially his name also surfaced in murder of one Nadir Shah in 2024 and the same is under investigation.
