INCIDENT, INFORMATION & TEAM
In a major breakthrough, the team of Special Staff, West District has succeeded in apprehending a wanted proclaimed offender namely Moshim Khan @ Billa, who had been absconding in a robbery case of PS Punjabi Bagh for a long period.
The present case pertains to a robbery incident that took place in the year 2014 near Cement Godown, in the area of PS Punjabi Bagh, wherein a serving Delhi Police Head Constable was robbed by four accused persons. The arrested accused namely Moshim Khan @ Billa @ Deepak was one of the involved accused persons in the said case.
The accused had been declared Proclaimed Offender by the Hon’ble Court of JMFC-01, Tis Hazari Courts, Delhi vide order dated 29.07.2025 in case FIR No. 997/2014 U/s 394/34 IPC, PS Punjabi Bagh, Delhi.
To trace and apprehend the absconding accused, continuous efforts were being made by Special Staff, West District. During investigation, it was revealed that the accused had vacated his previously known address and was continuously changing locations to evade arrest. Thereafter, digital surveillance and human intelligence were further developed, which led to identification of his new hideout near the Delhi-Sonipat Border area.
Acting upon the developed intelligence, a dedicated team comprising ASI Kaptan, HC Vijay and HC Devender, led by Insp. Rajesh Kumar Maurya, I/c Special Staff, West District, under the supervision of ACP/Operations and the undersigned, kept sustained watch over the movements of the accused and finally succeeded in apprehending him on 21.07.2026.
The arrested accused has been identified as:
Moshim Khan @ Billa @ Deepak
S/o Sh. Akhtar Ali
Presently residing near Poultry Farm Area, Kundli, Haryana
Earlier resident of Shakarpur Gaon, दिल्ली
PROFILE OF ACCUSED
The accused studied up to 8th class and is presently working as a labourer in a factory at Kundli, Haryana. He is unmarried and resides with his family members.
The accused is a habitual and desperate criminal who has been found involved in multiple serious criminal cases including robbery and dacoity.
MODUS OPERANDI
The accused used to frequently change his hideouts and locations to evade arrest and avoid police surveillance. He remained absconding for a considerable period and continuously concealed himself to escape legal proceedings.
It is further revealed that in another robbery case of PS Punjabi Bagh also, the accused has been evading legal process and proceedings for declaring him Proclaimed Offender are already underway before the Hon’ble Court.
LEGAL ACTION
The accused has been arrested U/s 35.1(D) BNSS and further legal proceedings are being carried out as per law. Information regarding his arrest has also been conveyed to PS Punjabi Bagh for necessary action.
