BLIND MURDER CASE, IN WHICH BODY OF A MALE AGED ABOUT 35 YEARS WAS DUMPED IN THE AREA OF PS KOTWALI, HAS BEEN WORKED OUT BY THE JOINT TEAM OF PS KOTWALI & OPERATIONS CELL, NORTH DISTRICTMORE THAN 800 CCTV CAMERAS WERE CHECKED AND ANALYZED BY THE JOINT POLICE TEAM.
APPROXIMATELY 2000 HUE & CRY NOTICES WERE AFFIXED IN THE AREAS OF DELHI NCR.THREE DESPERATE MURDERERS INCLUDING A FEMALE ARRESTED.
On date 10.01.2024, an intimation regarding lying of an unknown male dead body in Golden Jubilee Park near Geeta Colony Flyover was received at PS Kotwali, which was reduced in writing vide DD. No. XX-A; and the same was entrusted to SI Satender Singh, (In-charge PP Red-Fort) for further necessary action. On the receipt of information, IO along-with other staff rushed and reached at the spot, wherein a male dead body aged about 35-40 Yrs was found in bushes. The scene of crime was inspected thoroughly by Mobile Crime Team/North and Field Unit of Forensic Science Laboratory, Rohini, Delhi. The superficial injury mark was present at the neck of the deceased. Since, the cause of death was not apparent. Hence, proceedings u/s 174 Cr.P.C. were carried out initially.

Considering the gravity of offence, a dedicated police team led by Inspr. Jatan Sigh, SHO/PS Kotwali, comprising Inspr. Jagdeep Singh, (Inspr. L & O) Inspr. Neeraj Kumar, (Inspr Investigation), SI Satender Singh (I/C PP Redfort), Inspr. Raj Malik (In-charge Special Staff), SI Rohit Saraswat, SI Devender Antil, SI Vineet (Operations Cell), SI Yogesh Kumar, SI Suresh Kumar, W/PSI Preeti, HC Anil, HC Ompal, HC Sourav, HC Prashant, W/Ct Ritu and Ct Rahul was constituted, under the guidance of Shri Vijay Singh, ACP/Sub-Division, Kotwali and Shri Dharmender Kumar, ACP/Operation Cell and overall supervision of Ms. Shweta K. Sugathan, Addl. DCP-II/North District.
The identification of dead body was the main task to rule out the circumstances in which the body was dumped in the area of PS Kotwali. In pursuance of efforts to identify dead body not a single stone left unturned. A special team of 30 staff of PS Kotwali, was constituted under the close supervision of SI Satinder Singh, (I/C PP Red-Fort) and task was assigned to make wide publicity among general public through Hue & Cry Notice in all areas in Delhi NCR to get the clue about the family members. Around 2000 Hue & Cry Notices were affixed at prominent places viz ISBT, Railway Station, Parks, Road Side, Buses, TSR. All the police stations of Delhi NCR were visited by the staff, missing register checked and Hue & Cry Notice were affixed on notice boards of each Police Station. More than 800 CCTV cameras were checked in order to track down the root of suspected vehicle in which body was dumped by the accused persons. Since the body was thrown into the solitary area, where no CCTV camera connectivity is installed. The Hue & Cry notice was published in 4 Local /National News papers for wide publicity. On 14.01.2024, the family members of deceased went to PS Chhawla, Delhi to get lodge the missing report where they noticed ‘Hue & Cry Notice of the deceased and contacted to SHO/Kotwali. Mr. Rahul brother of the deceased identified the dead body as his elder brother namely Hitender @ Hitu @ Tinku S/o Narender Singh, R/o Village Daulatpur, Delhi, age 35 Yrs.
Mr. Rahul, brother of deceased was examined who stated that his elder brother Hitender @ Hitu @ Tinku was working in an Audit Firm and used to come home once or twice in a week. He left from home on 02.01.2024. On 09.01.2024, wife of Hitender told the family members that the cell-phone of Hitender was not reachable. Rahul contacted to the friends of Hitender and came to know that Hitender was seen with James, Rocky and one lady last time on 09.01.2024. When Rahul called up to James, he replied that Hitender was with him up to 10:30 PM and there he left alone. He also came to know that there was money dispute between James and his brother (Hitender). Subsequently, post-mortem on the body of deceased Hitender was got conducted at Mortuary AAA Govt. Hospital, Subzi Mandi, Delhi. The autopsy surgeon opined the cause of death as ‘Strangulation’. On the statement of Rahul, a case vide FIR No. 38/2024 u/s 302/201 IPC was registered at PS Kotwali and further investigation of the case was entrusted to Inspr. Jagdeep Singh, (Inspr. Law & Order) PS Kotwali.
During the course of investigation, the team members obtained contacts details of suspected persons. The phone numbers of accused persons were found to be switched off. After obtaining crucial information and number of raids were conducted at the hideouts in Delhi NCR. With the tireless efforts, three accused persons namely 1). Paramveer Singh @ Naman @ James, 2). Harneet Singh @ Ricky @ Rocky and 3). Ms. Priyanka @ Annie were apprehended on 16.01.2024.
During sustained interrogation, all three accused persons voluntarily admitted their role in commission of offence of present case on the intervening night 09/10.01.2024. They also made disclosure that a quarrel has taken place between the accused Paramveer Singh, Naman , James and the deceased around one month ago. The deceased had abused accused Paramveer Singh @ Naman James. On the date of incident accused Paramveer Singh hatched conspiracy and took the deceased in his rented flat at Chander Vihar area, where accused James offered excessive liquor to the deceased. James and his associates strangulated Hitender with the help of bed sheet. In order to destroy the evidence, accused persons, dumped the dead body far away. Three accused persons have been arrested and further investigation of the case is in progress.

Paramveer Singh, Harneet Singh @ Ricky @ Rocky R/o Tagore Garden Extn. Delhi, age 35 years. (His previous criminal antecedents are being verified).
3. Priyanka @ Annie R/o Nilothi, Delhi, age 27 years. (She is girl-friend of accused James. Her previous criminal antecedents are being verified).
