INTRODUCTION
In a major operational success underscoring sustained field intelligence, technical precision, and relentless follow-up, the Central Range/Crime Branch, Delhi Police has achieved a significant breakthrough by apprehending three long-absconding proclaimed offenders and rewarded criminals. These accused were wanted in grave offences, including two POCSO cases registered at PS Rajouri Garden (West District) and PS Ranhola (Outer District), and an Attempt to Murder case of PS Uttam Nagar (Dwarka District).
Notably, as part of the ongoing strategic drive of Delhi Police to Crime against woman, dismantle criminal networks, apprehend reward carrying criminals, and revive long-pending unsolved cases, this task was specifically entrusted to the Central Range/Crime Branch. A dedicated team was constituted with a clear mandate to hunt down such offenders who had evaded arrest for years.
Through sustained technical surveillance, human intelligence, and determined field operations across states, the team demonstrated exceptional operational efficiency and commitment, culminating in the successful arrest of the three accused in separate operations. This achievement reflects Delhi Police’s firm resolve to ensure that no proclaimed offender, gang member, or rewardee remains beyond the reach of law, and that even long-pending cases are pursued with renewed vigour until justice is delivered.
Formulation of Dedicated team & Swift Multi-State Operation:
With the assigned task of apprehending long-absconding accused, a dedicated team comprising Insp. Mahipal Singh, SI Ritesh, SI Jai, SI Vikas, and HC Bijender was constituted under the supervision of Sh. Satendra Mohan, ACP/Central Range and overall supervision of the undersigned. Through sustained efforts and technical surveillance over several months, the team successfully traced three long-absconding proclaimed offenders hiding in remote areas of Jharkhand and Bihar.
Demonstrating exceptional dedication and operational efficiency, the team went on to apprehend all three proclaimed offenders within a span of six days, with the arrests executed in just three days, while undertaking relentless inter-state travel of approximately 3,300 km across Delhi, Jharkhand, and Bihar. Simultaneously, the team managed all legal formalities, including transit remands and documentation, without pause, and despite the challenge of operating with the custody of two accused persons, continued conducting raids with precision.
CASE BACKGROUND, TRACING AND ARREST OF PROCLAIMED OFFENDERS
1. FIR No. 239/14 Dated 27.02.2014 U/s 354(A) IPC & 8/12 POCSO Act PS Rajouri Garden
In the said case the complainant, a minor victim, stated that she was brutally sexual assaulted by one Yudhishthir. After the registration of said case, the accused absconded and was never arrested till date. Later on, he was declared a Proclaimed Offender by the Hon’ble Court, and subsequently, on 17.08.2015, a reward of ₹10,000/- got declared on him by worthy Commissioner of Police, Delhi.
The team reached Jharkhand on 01.04.2026 and initiated ground verification. Given that the accused had been absconding for 12 years, tracing him was challenging. A crucial lead emerged that he was working as a tempo driver, prompting the team to swiftly check over 30 tempo stands engaged in freight and transport and passengers. Through persistent efforts, the team learned that the accused was driving a passenger tempo and had become so fearless that he operated near a local police station. To apprehend him, the team concealed their identity, rented a tempo, and followed the same route while posing as driver and passengers to track his exact movements. This sharp move of team finally pin pointed out the accused and ffinally, the team on 02.05.2026 identified one tempo driver as accused Yudhishthir r/o District Dumka, Jharkhand, was apprehended from District Dumka, Jharkhand and was formally arrested.
2. FIR No. 79/14 Dated 01.02.2014 U/s 376 IPC & Section 6 POCSO Act PS Ranhola
In the said case the complainant, a minor victim, stated that she was brutally sexual assaulted by one Md. Akhlakh @ Amit r/o Distt. Purnia, Bihar. After the registration of said case, the accused absconded and was never arrested till date. Later on, he was declared a Proclaimed Offender by the Hon’ble Court, and subsequently on 17.09.2014 a reward of ₹20,000/- got declared on him by Worthy Commissioner of Police, Delhi.
After obtaining transit remand of the aforementioned accused, the team proceeded to Bihar without delay. During ground verification, it was revealed that accused Md. Akhlakh @ Amit had fled to Kerala after committing the offence and only visited his native village occasionally. However, during further development of information, it was learnt that he was present in his village. Acting swiftly, a raid was conducted at his residence (District Purnia, Bihar) but the accused, having sensed police presence, escaped from the rooftop. This led to a pursuit, and after a chase of approximately 03 Kms, he was successfully apprehended. The accused was subsequently arrested in the case and his transit remand was also obtained.
3. FIR No. 948/05 Dated 18.10.2005 U/s 307/34 IPC PS Uttam Nagar
In the said case, the complainant, alleged that the accused Ram Kumar and his associate attacked victim with a knife with intent to kill because of the monetary disputes. During the investigation of case accused Ram Kumar got absconded and was never arrested. Later on, accused was declared a Proclaimed Offender, and subsequently on 19.08.2008, a reward of ₹20,000/- got declared on him by Worthy Commissioner of Police, Delhi.
After arresting the above-mentioned accused, and obtaining their transit remand, the team swiftly proceeded to District Bhojpur, Bihar. During sustained verification and surveillance, it was found that accused Ram Kumar, a vegetable vendor from Bhojpur, frequently moved between villages. After extensive inquiries, a specific lead placed him near his native village. Acting swiftly, a trap was laid on 04.05.2026 with team members posing as vegetable vendors, leading to his identification and arrest from Aarah (Bhojpur), Bihar, followed by obtaining his transit remand.
PROFILE: –
Yudhistir (34 years) educated up to 7th standard, he lost his parents about five years ago and worked as a stone polisher in Delhi. After the incident, his first wife left him; he later remarried and has three children. To evade arrest for 12 years, he kept shifting between Delhi and Jharkhand, frequently changing locations to stay off the radar. He has no previous involvement.
Md. Akhlakh @ Amit (28 years) uneducated and fatherless from an early age, he worked as a brick mason in Kerala. He built a local network, frequently changed mobile numbers, and rarely visited Bihar to evade arrest for 12 years. He was traced when he returned home due to his mother’s illness and has no prior criminal involvement.
Ram Kumar (41 years) is uneducated and married, having four children. After the offence, he fled and worked as a vegetable vendor in Bihar, adopting a highly mobile, low-profile lifestyle—frequently moving between villages and avoiding fixed residence and traceable communication—to evade arrest for nearly 21 years. He has no previous criminal involvement.
